Awards

The Community Foundation will honor three awardees: Philanthropist of the Year, Changemaker of the Year, and the Nonprofit Achievement Awardee. Each winner will have the opportunity to name a $10,000 charitable endowment fund and recommend the fund’s charitable purpose. The endowment funds will be stewarded by the Community Foundation with generous support from our 2024 Endowment Sponsors.  

Philanthropist of the Year | Carol Barbe

Carol Barbe is the President and CEO of Backflow Technology, LLC, a family-owned and operated company based in Ashburn, VA, serving the DMV area for over 27 years. As a premier leader in backflow prevention and cross-connection control, Backflow Technology ensures the safety of families by protecting drinking water from contamination.

Carol has accumulated over 40 years of experience across various fields, including business management, corporate and criminal law, human resources, and commercial property management. She has held senior-level positions in prominent nonprofit organizations, excelling in a male-dominated industry with her proactive attitude and extensive expertise.

Beyond her professional achievements, Carol is dedicated to her community, volunteering countless hours to make a positive impact. She is recognized as a transformational leader who prioritizes people in her business and community roles. Carol is passionate about philanthropy and integrating philanthropic efforts into her personal and business practices, advancing philanthropic causes.

Carol is the Immediate Past Chair of the Loudoun County Chamber of Commerce Board of Directors; Chair Emeritus of Loudoun Hunger Relief; Treasurer of the Board of Directors for the Tigerlily Foundation; Treasurer of the Board of Directors for the Loudoun Coalition on Women and Girls; Member of the Board of Directors for the American Red Cross of Loudoun and Prince William Counties; Member of the Board of Directors for the Silence No More Movement; and a Member of 100WomenStrong of Loudoun County, VA.

Carol has lived in Loudoun County, VA since 1984 and resides in Ashburn with her husband Phil. She is a proud mom to her 22-year-old son Philip, who graduated in May 2024 from the University of Tennessee, and her 3-year-old fur baby girl Ruby, a mini-golden doodle.

Changemaker of the Year | J Hamilton Lambert

J. Hamilton Lambert was born and raised in Leesburg, Virginia. Although his career took him to neighboring Fairfax, his heart never left Loudoun County. From his early career with Fairfax County to his current position as Executive Director of the Claude Moore Charitable Foundation, J has always been known as a problem solver and as someone able to bring parties together in collaboration. This problem solving, collaborative approach is what he sees as the foundation for a successful community and has guided his vision that all people – regardless of race, education or financial standing – have access to education and opportunities to pursue successful, meaningful careers. 

For a decade, beginning in 1980, J served as Fairfax’s county executive. He was instrumental in arranging financing for the Dulles Toll Road, securing a regional sewer-treatment agreement that helped preserve the Upper Occoquan watershed and maintaining Fairfax’s AAA finance rating. 

Since 1990 J has served as Executive Director of the Claude Moore Charitable Foundation (the “Foundation”), where he has worked to ensure that Dr. Claude Moore’s intention of giving people a “leg up, not a handout” is realized. Under his leadership, the Foundation converted real estate holdings and other assets valued at $17 million in 1990 to an organization that as of 2023 granted more than $100 million. Through this, Loudoun County and the Commonwealth of Virginia have benefited greatly, and not only from the grants, but also from the Foundation’s creation of educational and workforce development opportunities that will benefit the County and state for decades to come.

J is the visionary behind the Foundation’s flagship program Claude Moore Scholars. Claude Moore Scholars funds education and training programs that provide opportunities for high school students to pursue a range of healthcare careers and earn certifications in areas such as nursing, pharmacy technology, dental care, emergency care, mental health support and more.  The Foundation first funded the Claude Moore Scholars program in Loudoun in 2007 and has since expanded it to more than 52 school systems across Virginia investing more than $19 million and serving more than 21,000 Virginians.

J has devoted much of his life to serving the Northern Virginia community. He has served more than 30 organizations, including the George Mason University Foundation (member), Virginia International University (Advisory Board), Center for Excellence in Education – Admiral H. Rickover Foundation (Chairman, Executive Board), Loudoun County Day School (Board of Directors), Fairfax County Redevelopment and Housing Authority (Executive Director, Secretary) and Fairfax County Park Authority (Acting Director).

J has received top honors from numerous organizations for his work in the region. Those awards are too numerous to mention, but include: Washingtonian of the Year, presented by Washingtonian Magazine; Citizen of the Year, presented by the Fairfax County Chamber of Commerce; All-Pro Government Management Team, selected by City & State Magazine; Resolution by the Virginia Assembly; Metropolitan Washington Professional Engineers Community Service Award, presented by the Metropolitan Washington Chapter of the National Association of Professional Engineers; and Legacy Award from the Military to Medicine Program; Community Leadership Award, presented by the Community Foundation for Northern Virginia, and Life and Leadership Award, presented by the Loudoun Laurels.

Nonprofit Achievement Award | Women Giving Back

Women Giving Back (WGB) is dedicated to helping women and children in crisis by providing quality clothing, diapers, school supplies, and other essentials at no cost. Founded in 2007 by Northern Virginia volunteers, WGB has grown into a vibrant community resource, serving over 32,000 individuals annually.

At the heart of WGB’s mission is their unique boutique, offering a dignified shopping experience. This model emphasizes empowerment, allowing clients to select items that make them feel confident and valued. Volunteers thoughtfully arrange every aspect of the boutique, creating a space that uplifts and supports clients on their journey toward self-confidence and stability.

To meet the increasing needs of the community, WGB is excited to announce a significant expansion this year that doubles their square footage to 26,181 square feet, transforming the space into a comprehensive community human services center in eastern Loudoun County. The expansion will increase storage capacity and improve operational efficiencies, including a career closet for job seekers, a training room for professional development, and larger-scale community volunteering opportunities. Additionally, in partnership with Loudoun Hunger Relief (LHR), the center will feature a full-choice food pantry market. Co-locating with LHR will create a powerful collaboration, providing a one-stop shop for food, clothing, diapers, and supportive programming, making it easier for families to access the resources and support they need.

Under the leadership of Nicole Morris, the inaugural Executive Director, WGB has experienced rapid growth and transformation. Nicole’s background in affordable housing and her commitment to addressing issues such as generational poverty, migrant vulnerabilities, and racial disparities have been vital to WGB's ability to adapt and grow. Nicole also serves as the current Chair of the Loudoun Human Services Network and is a member of the Loudoun County Housing Advisory Board, demonstrating her dedication to addressing critical human services issues.

About the Community Foundation for Loudoun and Northern Fauquier Counties

Founded in 1999 by local volunteers, the Community Foundation for Loudoun and Northern Fauquier is a 501(c)(3) nonprofit with the mission to grow community giving in Loudoun and northern Fauquier counties through grantmaking, partnerships, and leadership work. Since its inception, the Community Foundation has granted more than $15 million into the community. Last year, the Community Foundation granted more than $1.8 million to more than 200 nonprofit organizations, and provided training and capacity building opportunities to more than 220 local nonprofit leaders serving organizations in our footprint.
