Summary


A case study about the curious case of Arturo, an 8-year-old type-one diabetic boy who was found unresponsive in his home, and whose evidence proved he was murdered by his mother. This session will delve into the investigation of his death, the years of medical neglect and physical abuse Arturo endured, the failure of his community to protect him, the prosecution of his mother and stepfather, and the justice that was ultimately obtained for Arturo.


Objectives


  • By conclusion of the presentation,
    • Attendees will understand what constitutes medical neglect by law.
    • Attendees will understand what constitutes physical neglect by law.
    • Attendees will understand more about how child abuse cases are handled, specifically in Ector County, from intake through prosecution.

Meet our Speaker

Kortney Williams

Ector County Assistant District Attorney 

Kortney Williams is the Senior Trial Chief for the Ector County District Attorney’s Office. Kortney graduated Magna Cum Laude and Phi Beta Kappa from Baylor University in 2010 and then got her law degree from St. Mary’s University in 2013, graduating with Phi Delta Phi honors. Following a brief stint at a private firm in central Texas, Kortney joined the Ector County Attorney’s Office as a prosecutor in March of 2014 where she handled misdemeanor and juvenile cases. In August of 2016, Kortney joined the Ector County District Attorney’s Office as an Assistant DA where she began prosecuting various types of felony cases. In 2019 and 2020, Kortney was assigned to a specialized sexual assault prosecutor position. In 2022 she became a trial team chief where she remained until being promoted to Senior Trial Chief in 2025.   Throughout her time with the DA’s office, Kortney has prosecuted all types of felonies, though she now finds herself focused on habitual felons, crimes against children, violent offenders, and homicides. Kortney has led several trainings related to the prosecution of child sexual abuse cases and has been published on two occasions in the Texas District and County Attorney’s Association magazine. She was named an Odessa Under 40 Honoree and worked closely with state legislators to draft and pass the assault on a pregnant person statute in 2019. When not at work, Kortney can be found hanging out with her dog, drinking far too much iced coffee, feeding her pickleball addiction, and cheering on her beloved Baylor Bears.
